In order for your accountant to act on behalf of your company in municipal tax matters, a separate authorization must be created for each relevant municipality.
This authorization is not universal; it must be created separately for each relevant municipality.
If your company has additional business locations besides its registered office, a separate authorization must be submitted to each relevant municipality.
❗ If your registered office or business location is in Budapest
A double authorization is required:
Budapest Municipality
and the relevant district municipality (e.g. Budapest District XI)
How to open the authorization form?
1. Log in to the E-Municipality portal (E-önkormányzat)
Open the website: https://ohp-20.asp.lgov.hu/
Click: „Ügyintézés bejelentkezéssel” (Administration with login)
Log in as the managing director of the company using your Ügyfélkapu credentials.
2. First login: selecting the municipality
If this is your first time using the E-Municipality portal, follow the steps below.
On the left side click the blue: „Önkormányzatkereső" (Municipality Search)
Enter the city or district name (for example “Dombóvár” or “Budapest District XIII”).
Select it from the list, then click: „Kiválaszt” (Select)
Accept the Terms and Conditions (Általános Szerződési Feltételeket)
At the top of the left-side menu, you can always see which municipality is selected — make sure the correct one is displayed.
3. Change role: acting on behalf of the company
On the left side click: Szerepkörváltás” (Role Change)
From the role dropdown menu select: „Cég nevében” (On behalf of company)
Enter the company tax number.
If the confirmation message appears, you are authorized to manage cases on behalf of the company.
4. Open the form
In the left-side menu click: „Ügyindítás, Űrlapok” (Start Case, Forms)
Then click: „Ügyindítás” (Start Case)
In the form search field type: „Meghatalmazás önkormányzati adóügyekben” (Authorization in municipal tax matters)
In the search results click: „Online kitöltés” (Online completion)
The form will load after a few seconds.
How to complete the authorization form?
1. First page
Sender details - Beküldő adatai
The personal details of the person completing the form will automatically appear at the top of the page.
Important: Csak olyan személy készítheti el a meghatalmazást, aki önálló képviseleti joggal rendelkezik a cégben.
Fill the following:
„Beküldő emailcíme” (Sender email address)
„telefonszáma” (phone number)
Authorized representative - Meghatalmazott
Select the fourth option: „jogi személy, egyéb szervezet jogszabály (vagy jogszabályon alapuló szabályzat) szerinti képviselője” (legal entity or representative of another organization according to legal regulations)
Elektronikus kapcsolattartás
Enable electronic communication.
Click in the top grey menu bar: „Következő fejezet” (Next section)
2. Second page: Authorization - Meghatalmazás
Bejelentés jogcíme (Reason for submission):
Tick: „Meghatalmazás bejelentés” (Authorization registration)
Meghatalmazás módja (Type of authorization):
Tick: „Állandó meghatalmazás" (Permanent authorization)
Meghatalmazó adatai (Principal’s details):
In this section enter your company’s details.
Meghatalmazott adatai (Representative’s details):
In this section you must enter the accounting firm’s and representative’s details.
Copy the information exactly as provided by your accounting firm, otherwise the system may reject the form.
Select: „Önálló képviseletre jogosult” (Authorized for independent representation)
Required details:
cég neve - company name
adószáma - tax number
székhelye - registered office
eljáró személy neve - representative’s name
születési helye és ideje - place and date of birth
édesanyja neve - mother’s maiden name
adóazonosító jele - tax identification number
címe - address
Képviselet adatai (Representation details):
Képviselet jogcíme (Legal basis of representation):
In the yellow dropdown field select Option 21.
„adótanácsadó, könyvelő, számviteli, könyvviteli szolgáltatásra vagy adótanácsadásra jogosult gazdasági társaság, illetőleg egyéb szervezet tagja”
(member of a company or organization authorized to provide tax advisory, accounting or bookkeeping services)
Képviselet kezdete (Start date of representation):
Set the current completion date.
Képviselet vége (End date of representation):
Leave the date field empty.
Meghatalmazás tárgya (Subject of authorization):
Select the first option: „Valamennyi eljárási cselekményre (Teljes körű)” (For all procedural actions (full authorization).
Date and signature
In the final section, you declare that the form has been completed with accurate information.
Fill „Helység” (City) and „Dátum” (Date).
Your company name will automatically appear in the signature field.
3. Submission and confirmation
Once you are finished, click: „Beküldés” (Submit).
What is not required?
The final page allows you to add witnesses, but this is not required. The form is valid without witnesses.
No attachments are required. Do not upload any documents.
After successful submission
The system will display: „Sikeres beküldés!” (Successful submission!).
Please, take a screenshot of this confirmation message and send it to your accountant.
Repeat the process for every relevant municipality
